Worrying suggestion that a 'focus on phonics' neglects pupils with special needs

I've created a thread via the forum of the International Foundation for Effective Reading Instruction (IFERI) about a report that has been published by the Driver Youth Trust regarding provision for SEND (special needs) learners. The author, Chris Rossiter, is looking like someone who does not really understand the importance of phonics for all learners, including children with dyslexic tendencies or identified as being 'dyslexic' - and Helen Ward, TES journalist, has headlined this negativity towards phonics which I find pretty worrying.
