The reality is that teaching reading through phonemic awareness works for some, while phonics works for others.

Yes. I thought I had added in a sentence that the standardised tests can still happen. These though typically tend to measure knowledge of high frequency words or the use of comprehension in sentence reading and, as you know, tell us little if anything about children's foundation skills.
